With reference to the conversations which
have taken place regarding the appointment of an
officer of the Chinese Government for the certification
of invoices in Hongkong, I shall be grateful if Y.E.
will confirm my understanding that the arrangement we
have agreed upon is as follows :-
1. The Chinese Government will appoint a special
officer to be called "Chinese Invoice Officer" to
reside in Hongkong.
2. The Officer's activities will be confined

purely to the certification of invoices for China.
The name of the Officer shall be submitted to
the Hongkong Government for approval before appoint-
ment and the Chinese Government undertake not to
appoint any Officer for the duties specified with-
out having previously secured such approval.
4. The Chinese Government shall withdraw the Officer
if he becomes persona non grata to the Hongkong
Government.
